Site History
The property is located at 1300 Lee Drive in Oceanside, San Diego County, California. The Site currently consists of a partially capped former burn dump with exposed burn ash adjacent to the three existing baseball fields. Burned and broken glass and exposed porcelain insulators and waste were observed in the surface soil of at least one of the ball fields. Reports containing the results of environmental media sampling conducted at the Site indicate that the soil is contaminated with hazardous substances, including burn ash and associated contaminants.

The Site was owned by the Vista Sanitary District from 1931 to 1946 and was operated as a burn dump by the County of San Diego from approximately 1944 to 1967. During Landfill operations, burning was performed on a routine basis from 1946 to 1967. According to a recent environmental report, an estimated 85,000 to 115,000 cubic yards (cy) of fill is present at the site: 40,000 cy “burnash”, 25,000 cy debris fill, 55,000 cy artificial fill, and 55,000 burn ash extends onto the adjacent recycling/salvage facility. The adjoining recycling/salvage facility (Lee’s Recycling) encroached onto the northeast portion of the Site in the area that they still occupy today sometime between 1967 and 1970. Loma Alta Creek runs through the salvage yard site and former burn dump.
