Active Facility - Permitted. A secondary lead-acid battery recycling facility has operated at this location since 1959. Lead is recovered from automotive batteries and other lead bearing materials received from off-site and from slag generated on-site. It generates, treats, and disposes of hazardous waste. The facility had been operating under an Interim Status Document since May 16, 1983. The facility had been operating under an Interim Status document since May 16, 1983. An Operation and Post-Closure Permit issued by DTSC on August 15, 2005, was appealed by the Community groups in the neighborhood. A final permit appeal decision order granting portions of the appeal was issued on May 8, 2007. A revised permit was issued on December 18, 2007 as mandated by the appeal decision order. The Quemetco facility is on a 15-acre property located in the City of Industry, Los Angeles County. The facility sits on previously rural land but is currently in an industrial and residential mixed use area, which includes 28 operational units, and two post-closure units. Because of the former surface impoundment, the facility was designated as a land disposal facility.
Closure of the surface impoundment unit was completed on December 13, 1994. DTSC received the Certification of Closure Report in February 1995, and acknowledged the Closure Certification on June 28, 1995. Post-Closure care was required because the groundwater had been contaminated. On June 10, 1998, a post-closure permit application was requested from the facility. It was submitted on March 24, 2000.
The U.S. EPA prepared a RCRA Facility Assessment (RFA) dated September 30, 1987 which identified 25 solid waste management units (SWMUs) and 4 areas of concern (AOCs). On January 4, 1988, U.S. EPA and Quemetco entered into agreement on a Consent Decree. Quemetco also entered into the equivalent of a Remedial Action Order with DTSC at the same time.
In August 2004, emergency measures were implemented to cover the width of approximately 3-feet of the top soils around the perimeter of the facility in response to a soil investigation by DTSC. Recently, DTSC requested that Quemetco perform several phases of RCRA Facility Investigation (RFI) including more data in sampling of the perimeter and recommend sampling over a large part of the interior of the facility.
